Provision of Heritage Interpretation Consultancy Services for the Restoration and Development of New
Descriptions
Caerphilly County Borough Council and the Trustee’s of Celynen Collieries andMemorial Hall is seeking to appoint a Heritage Interpretation Consultant to work on the restoration of the Newbridge Memorial Hall.The Newbridge Memorial Hall is recognised as one of the town’s key public buildings which, along with the adjacent Institute and adjoining 1960’s link block, makes up a group of buildings known as Celynen Collieries Institute and Memorial Hall. The Celynen Collieries Institute and Memorial Hall is located on a prominent corner of the town and is a building of national significance. The Institute opened in 1908 and is a grade 2 listed building. The adjoining 1960’s addition has no listing status. The Institute was once used as a Library, reading and billiard rooms. The Memorial Hall is a Grade II* listed building and contains a ground floor ballroom with auditorium above and was built as both a theatre and a cinema. The survival of the interior is an exceptionally important requirement as it has remained unchanged since 1924.The project is to conserve, repair and bring fully back the Memorial Hall in Newbridge. A grant from HLF will fund work on the Memorial Hall. The overall aim of the Phase 2 restoration will be to promote the understanding of the social, heritage and memorial aspects of the Memorial Hall, especially enriching community learning by improving physical access and widening understanding of the national importance of the heritage of the Memorial Hall. The project has received funding from the Heritage Lottery Fund, CADW, Big Lottery Fund, Coalfield Regeneration Trust, Welsh European Funding and Welsh Government. Specifically there will be:Interpretation throughout the building, and through the Newbridge Memo Experience and guided tour. The Institute and Memorial Hall are working, living buildings and most users will not be there to participate in a guided tour but to attend a performance, an evening class or borrow a book. It is important therefore that all users cannot avoid understanding the place. Heritage Open Days and such events as specialist guided tours and demonstrations will still be provided to supplement the interpretation in the Auditorium;The Auditorium incorporating an audio-visual show as part of the Newbridge Memo Experience tour to tell its story of the building and reflect the cultural impact that film, theatre and music had in the 20th centuryTenderers shall have, and be able to demonstrate within their Quality Submission, an advanced evidence of understanding of the needs of projects receiving funding from Round 2 Application to the Heritage Lottery Fund, including that of HLF Activity Plans.The Heritage Interpretation Consultant shall be expected to take the lead for the following requirements:Creating the heritage interpretation ‘Memo Experience’ in liaison with the Creative sub team and Theatre Consultant.Management of the creative and hardware provision of the Newbridge Memo Experience in liaison with the Creative sub team and Theatre Consultant, according to the procurement rules of the funders.Actively contribute to the overall work of the project team in operational matters, and advise on all aspects of conservation, learning and interpretation.Assist the Project Architect to procure the specialist conservation skills required for the decorative elements of the ‘Memo Experience’, to include posters, equipment such as the projectors and any other moveable objects, the provision of “set dressing” for the 1920’s Dressing Room and the Cinema Projection room, according to the procurement rules of the funders.Assist on the recruitment process for the Learning & Outreach Officer, advising the Trustees as required and act as a mentor to the newly appointed Learning & Outreach Officer.The budget for the project is £23,000Invited Tenderers can view the Institute & Memorial Hall on Wednesday 21st December.
