Provision of Households Below Average Income (HBAI)

The Department for Work and Pensions (DWP), here on referred to as the Authority, wish to commission the annual validation of the Households Below Average Income (HBAI) dataset for three years to cover the publications dated 2014/15, 2015/16 and 2016/17. In each year of the contract, the deliverables of the validation process will include written confirmation that the successful supplier has produced a version of both the six-month HBAI dataset and the full 12-month HBAI dataset in which each derived variable, for each case, agrees with the equivalent DWP HBAI dataset to an agreed level of difference. This written confirmation to be provided within agreed publications to meet overall publication schedule. HBAI has National Statistics designation and is produced to the standards required by the Code of Practice for Official Statistics. This Code also requires a timetable of statistical releases to be published twelve months in advance and confirmation of publication date at least four weeks in advance. The purpose of this project is to ensure the delivery of a timely, high quality HBAI dataset that has been independently validated.
