Provision of Material Recovery Facilities (MRF)

Cheshire East Council (the Council) is undertaking preliminary market engagement to form a clearer understanding of the market for Material Recovery Facilities (MRF). The MRF will be required to process fully comingled dry mixed recycling (DMR), including glass. The volume of DMR to be processed will be between 8,500 and 55,000 tonnes per annum. The final volumes to be included within the procurement will be determined by the findings of this preliminary market engagement exercise. The Council is seeking to understand the competitiveness of a re-procurement process. Any successful procurement process will result in contracts commencing on 1 April 2026, which coincides with the expiry of existing contracts. The Council will consider the findings of this preliminary market engagement exercise to determine whether a procurement is likely to provide the most advantageous solution. The Council reserves the right not to proceed with a procurement. Suppliers are asked to access the Market Engagement Questionnaire via the Proactis procurement portal (The Chest) at https://www.the-chest.org.uk/ - Ref Number: DN779451. Completed questionnaires should be returned to the Council via the portal by no later than 4 July.
