Flintshire County Council are posting this notice to ascertain the level of interest in the market to provide this service with a view to a possible full tender exercise in the future. If you feel that your organisation has the capability to deliver this contract please email matt.thomas@flintshire.gov.uk to express your interest or if you have any further questions about the information contained within this speculative notice please contact Matt Thomas on 01352 701957.Flintshire County Council seeks to procure the services of a provider for the purposes of providing mental health support services to adults experiencing mental health problems.It is anticipated that the service delivered will provide support to adults within Flintshire who are experiencing both common and also severe and enduring mental health problems. It will be expected that support will be delivered in a manner that promotes independence, maximises outcomes and is delivered in accordance with relevant legislation, such as the Social Services and Well-being (Wales) Act 2014 and the Well-being of Future Generations (Wales) Act 2015.The service provided will offer out of hours drop-in services and there is an expectation that this element of service provision will be based in the Mold area of Flintshire. This will compliment other mental health ‘drop-in’ provision within Flintshire and ensure a balanced distribution of this aspect of mental health support services within the local authority area.The service provider will also facilitate an accessible mental health information service through several methods (e.g. printed literature, website, verbally). They will also be expected to provide learning and social opportunities providing an environment where individuals can increase their self-esteem and build resilience to maximise well-being and recovery. The service will facilitate opportunities for people to meet in community settings and the provision delivered will foster relationships and links within local communities. The service provider will also work collaboratively with partners and stakeholders to develop and implement recovery orientated services, including co-production with the Flintshire Learning Partnership.Although the ‘drop-in’ services will be based in the Mold area, referrals will be open to all residents of Flintshire. Eligibility to the service will prioritise individuals with both primary and secondary mental health needs and also substance misuse issues.Based on previous recent service delivery levels it is anticipated that for a 12 month period the service would potentially provideServices for approximately 600 individualsInformation, signposting and remote support for approximately 800 individualsThe above figures are approximate and are intended for guidance only.
