Provision of Pan Disability Independent Professional Advocacy Service for Adults

Neath Port Talbot Council is currently seeking Cabinet approval to invite tender submissions for the provision of a Pan Disability Independent Professional Advocacy Service for Adults, which we anticipate to be published around October 2019 for a first of May 2020 contract start. It’s currently felt that the contract will be for a period of 3 years with the option to extend by period or periods of a further twenty four (24) months and should approval be given, will be tendered on the basis of M.E.A.T (Most Economically Advantageous Tender).The service aims to meet the Council’s statutory duties under Part 10 of the Code of Practice in the Social Services and Well-being (Wales) Act 2014 as it relates to Advocacy and will include the provision of Independent Professional Advocacy (IPA) for people who access Council’s statutory services commissioned by its Social Services, Health and Housing Directorate. This will include but not be limited to support for people who may be regarded as older people, may have a learning disability, mental health needs or may have a physical disability as well as other people engaging in statutory services. There may also be an element of support for parents of children in care.A market engagement event has been arranged for the 23rd of September 2019 where providers who may be interested in delivering the above service are invited to meet and discuss with Council officers the proposed new service. The event is arranged as an opportunity for the Council to seek views on the relative strengths and weaknesses of the model planned and to explore ways to improve service delivery and which may be included in the service specification. There will also be an opportunity for the provider to ask the Council any questions it may have around the tender.
