Provision of specialist training in the arena of Social Enterprise

Newport City Homes came into existence on the 9th of March 2009 taking over the management of some 9,750 properties, inclusive of residential and commercial premises, in the City with plans to spend £240m on improving those homes. NCH is a not-for-profit Registered Social Housing Landlord whose major focus is on our residents. Our Board is made up of equal representation from Residents, Newport Council nominees and independent members.Newport City Homes are looking to procure an innovative service that clearly relays (i) what a social enterprise is (ii) how it is different from existing operating models (iii) why the social enterprise model is preferential from other models such as a charity, community interest company, company limited by guarantee etc. The ‘Tender’ will require the successful organisation to demonstrate their ‘pedigree’ in the field and also provide examples of social enterprise they believe to be successful and the reason(s) for its/their success. We would also recommend that the successful organisation undertake a SWOT analysis for Newport City Homes and more specifically to have examined the opportunities unique to Newport City Homes so as to present to the target audience for discussion. Here we expect competitors to be identified and saturated markets discounted. Inclusive also is the need to examine if it is viable and sustainable for Newport City Homes to (i) support/nurture a social enterprise from start up through to delivery or (ii) look at supporting social enterprise through procurement or (iii) other options such as franchise opportunities. In the first instance the service will be delivered to the Board of Newport City Homes along with the Executive Team and the Regeneration Steering Group of Newport City Homes. For this reason it is expected that the delivery of the training will be clear and free of ‘jargon’. As mentioned previously the Board of Newport City Homes is made up of equal representation from Residents, Newport City Council nominees and Independent members.All returns are to be received no later than 5pm on Friday 23rd July 2010. Tenders received after this date will not be considered.Short listed organisations will be invited to pitch, with all pitches having taken place on 18th August 2010. Contract award will follow as soon as possible thereafter.
