Provision of Sustainable Development Services

Formal tenders are invited to carry out the following activities on behalf of the “Winning in Tendering” project:A.An initial project inception review/assessment of planned project activities and intended working methods in order to provide a bespoke, practical and innovative plan which will ensure decisions are made that contribute to achieving sustainable development. This review (and subsequent reviews) must focus on what is practical given the constraints that the project and partner organisations’ face and must ensure that sustainability is built into the project. The review(s) must identify both ‘quick wins’ and medium and long-term goals. B.Development and provision of bespoke, practical, user-friendly and innovative tools and techniques to monitor environmental, social and economic impact of project activity throughout the life of the project. Appropriate guidance/training should be provided to ensure the “Winning in Tendering” team are able to use these tools. This service should be provided in tandem with Service A (above). C.An Annual Review of the project’s environmental, social and economic impact to take place at the beginning of 2012 (for the 2011 period), 2013 (for the 2012 period) and at the end of 2013 (for the 2013 period). This review might for example adopt Social Accounting principles. It is intended the 2011 review will provide a baseline for comparative purposes in future reviews, thus enabling benchmarking of progress. Each review should identify specific, measurable, achievable, relevant and time-based improvement objectives that will form the foundation of progress in subsequent years. D.A Final Evaluation of the entire project’s environmental, social and economic impact (at the end of 2013). This evaluation will clearly identify lessons learned in order to benefit future projects.E.In addition to the above, the “Winning in Tendering” project would also like to benefit from the expertise that the contractor can offer over the lifetime of the project in informing the development of the various training outputs for SISs and public procurers (identified in Section 4.0) so as to maximise contribution to economic, social and environmental sustainability. It is expected for example that some specialist input might be required in the development of a sustainable procurement module, or in developing sustainable procurement case studies. Tenderers should indicate as part of their proposal how many days consultancy services they are willing to provide as part of their total service offering (see Section 9.0) and provide examples of how they might be able to contribute to informing the development of the training outputs for SISs and public procurers.
