From April 2016, Newport City Council will be changing its commissioning model for Third Sector Services to reflect its Social Services Commissioning Strategy and the strategic direction from the Welsh Government.The next 5 years will bring some challenges; we know that the number of older people, particularly those with complex conditions will increase. There will also be less statutory funding available to commission services. However, we are committed to working with providers and are looking for new and innovative solutions in meeting the growing demand for social care services. Providers have the expertise and knowledge needed to effectively respond to this demand, and we encourage new ideas on how we can meet this challenge together.The Social Services and Well Being (Wales) Act places new duties and responsibilities on Newport City Council, and we need to ensure that the services we commission not only support us in meeting these duties, but also meet the needs of a growing population.The Council in partnership with Business Wales will be holding a provider event on the morning of Friday 2 October 2015 which will enable providers to learn about the Council’s commissioning intentions for its third sector services from April 2016 onwards.At this event, we will share our market intelligence to describe current and potential future demand and supply; the funding that we will have available as commissioners; potential demand from people funding their own services; and begin to describe how we would like to work with the social care market. It will also enable providers to learn more about what these models may look like, timescales for tender arrangements, and the support available to help provider organisations.Providers of adult social care can learn about the Council’s intentions as a purchaser of services, and our vision for how services might respond to an individual’s preferences adult social care and support. Over the coming years, we anticipate an increase in demand from people purchasing care directly from providers, particularly as we continue to promote people’s independence through the use of direct payments and reablement.We are committed to stimulating a diverse, active market where innovation and energy is encouraged and rewarded, and where poor practice is actively discouraged.
