The Council’s detailed requirements are defined in the Specification at Section 3. For Lot 1 and Lot 2 the Provider will need to ensure a clear link to the support identified by carers through their carers assessment and support plan which are completed by Derbyshire Carers Association (DCA). The tender is split into two Lots as follows: Lot 1 – Training to informal carers Lot 2 – Short Breaks support Suppliers can choose to bid on the following basis Lot 1 only Lot 2 only Lot 1 and Lot 2. The decision to structure the tender on a lot basis is to give flexibility to award in parts or whole depending on the interest from potential bidders, and to assist in SME’s and Voluntary, Community and Social Enterprise (VCSE) accessing this contract. The successful organisation will work with a range of partners to identify carers who would benefit from appropriate and timely training and /or a short break. The carers needs will be reflected in the course content and in the types of breaks available. Both lots will support a preventative model, therefore, delaying admission into long term care or the breakdown of the carer. It will also provide a clear link with the needs identified within the carers assessment and support plan. These services will reduce stress levels and encourage the take up of the support services available to carers from other partners. The carer will benefit from increased confidence in their abilities and knowledge and they will also feel more supported and empowered in carrying out the carer role. The contract for each lot will be for a 12 month period commencing 01 June 2015 to 31 May 2016. The Council may extend each lot beyond the Initial Term by a further period or periods of up to 2 years (Extension Period) on a yearly basis. Contract value is maximum £125,000 per annum, therefore the total maximum contract value over the potential 3 years is £375,000.
