The Police and Crime Commissioner (PCC) for Surrey is seeking expressions of interest for the supply of a non-specialist support service for victims and witnesses of crime (henceforth referred to as ‘victims') on behalf of the following PCC's who may wish to request the provision of services under this Contract at their discretion:— The Police & Crime Commissioner for Surrey;— The Police & Crime Commissioner for Sussex;— The Police & Crime Commissioner for Thames Valley Police.The expectation is for the preferred bidder to provide and promote high quality non-specialist support services, tailored to individual needs, to enable victims to cope and recover from the impact of crime.There is an expectation that the service will involve two primary mechanisms:(i) A victim assessment and referral centre – a single access point for all referrals into the service, whether from police within the contract area, other police areas (including British Transport Police), referrals from other organisations (such as Action Fraud) or self-referrals.(ii) Local Support Services (LSS) – accessible support services local to victims who require further support and / or are not being referred to a third party service provider for specialist support.The Contract will be awarded to a single Contractor to provide a single access point for all victim referrals and assessments, together with local accessible non-specialist services for those who require further support on behalf of the authorities to enable victim's to cope and recover from the impact of crime.The estimated total value of purchases is up to GBP 304 m. This is based on the full potential uptake of call-offs from all authorities listed in http://apccs.police.uk/find-your-pcc/Please note that the estimated contract value of all authorities that have indicated an interest (as of the date of this Contract Notice) is in the region of GBP 80.7 m.The estimated contract value for the PCC for Surrey, Sussex and Thames Valley is in the region of GBP 9 m.These values are based on the Ministry of Justice funding allocation for Victims Services (including Restorative Justice) for 2015/16.
