/ RequirementsRisk assessments•Full risk assessments need to be in place•Where appropriate staff should have NGB qualification and NGB operating systems should be in place •Equipment to be appropriate in safe condition in accordance with manufacturers or suppliers instructions and with build in procedures for checking prior to every use•To meet with European standards where appropriate•Operational system to identify equipment which has been withdrawn and is classified unsafe•Seasonal conditions, weather and timing are taken into consideration for all activities at the centre and in certain conditions particular activities will not occurCapacity•Must be able to facilitate the capacity for a minimum of 350 young people•Appropriate provision for first aid should be available.•Centre must September 2011 – Sunday 25th September 2011Guidance NotesPUPILS UNDERSTANDING PROBLEMS IN THEIR LOCALITYThe PUPIL Scheme is a child centred scheme designed to achieve employability skills through the format of soft outcomes for its beneficiaries which are measured through the implementation of the Welsh Assembly Government Demonstrating Success. The scheme provides learners with an opportunity to raise their awareness of community issues in their area within a more flexible learning environment consisting of numerous additional influences that they would not have access to through the curriculum. The aim of the scheme is to engage the young people in a pro-active format that allows them to express themselves and build self esteem through participation and interaction with each other and adults. The scheme aims to engage the young people with the community around them and give them a better understanding of their own responsibilities within a community while facilitating them with an opportunity to develop through participation. We will be looking for provision to provide 350 young people aged between 11-17 as well as 35 adults a team building weekend of 3 days in durationDay 1: afternoon and evening activitiesDay 2: morning, afternoon and evening activitiesDay 3: morning activities onlyThe number of 350 can be divided into groups that can be seperated for the weekend, and seperate locations would be considered but not preferencial. Preferably the provision should be provided by one company who are not sub contracting the provision. The groups if split should preferably be accomodated for on the same site although not essential as we will consider multi site solutions. However please note that multi site provision should involve no more than three sites. The provision must be provided on one weekend only. Our priority weekend is:Friday 23rd September – Sunday 25th September 2011. If this date cannot be provided we will consider the following weekend of Friday 30th September – Sunday 2nd October 2011, however preference will be given to the weekend of Friday 23rd September.Our groups are very diverse and have many have challenging behavioural issues, so the staff of any provider should be able to motivate and enthuse children with such challenging behaviour. This behaviour ranges from aggressive to apathetic, abusive to non-committal. We will also have a reasonable contingent of children with disabilities and special educational needs and their requirements are to be considered fully, however they are to be included in all activities with other young people.The pupose of the weekend is to reward the young people for their participation and commitment to the scheme throughout the previous year. Our priniciple aims are to develop and enhance their social skills and self esteem allowing them to improve their communication and teamwork skills. Therefore we would require a weekend tailored to these aims.It is suggested that any who wish to tender consider in detail the specific needs of our young people, their very challenging behaviour, their age range and their broad range of needs. We are looking for an organisation to provide an environment that will push our young people to challenge themselves outside of their comfort zone aided by activity leaders with experience of children with challenging behaviour and the ability to motivate and enthuse such individuals and groups.Due the the age ranges of the groups a diverse range of activities that involve outdoor activities and teamwork that test all age ranges is required, for older children it would be preferential for activities to be highly challenging, exciting and stimulating. However we are not interested in coasteering or gorge walking as an activity.The children are to be under the care of the staff of Cynon Valley Crime Prevention and therefore we require provision of day and evening activities that are supervised by the providers staff, accomodation and food. We do not require additional supervisory staff for the party. As an organisation we can liaise and organise the travel arrangements to the centre / location if necessary however we will also consider solutions for this. As an organisation we will deal with all the documentation, we do not require a third party to do this or to broker for us.
