Birmingham City Council requires a supplier for the provision of a Desk Based Report on the Cost Benefit Analysis (CBA) of Genetic Autosomal Recessive Screening. This will be used to inform the action plan of the Birmingham Perinatal and Infant Mortality Strategy. We would like the report to include an estimate of service costs regarding stillbirths, perinatal mortality, infant mortality and lifetime associated with those that survive infancy. Costs can be based on historic service models in addition the estimates for the thresholds of cost effectiveness for each of the above. The costs should be specified for the NHS, social services and the wider costs to society. For the purposes of developing our Peri-natal and Infant Mortality Strategy, Birmingham City Council (BCC) Public Health requires an evaluation that compares the cost of screening for autosomal recessive conditions with the economic benefits accruing from changes in the prevalence rates of stillbirths, peri-natal and infant mortality and health outcomes. The cost benefits should include the financial savings to services in the health, social care and education sectors and the wider society. The CBA needs to be based on provision of screening women who are planning a pregnancy and the women and partners who are considered to be at risk from a genetic disorder with X-linked genetic conditions with a panel screening for multiple conditions. The CBA needs to consider a Genetic Counselling component and the cost considerations for this element. Your proposal must: o Describe your methodology for writing this report to include planning, mapping, modelling and reporting o Provide a breakdown of total costs including key expenditure anticipated to deliver the project The contract to undertake the CBA of autosomal recessive screening will be for a period of 6 months commencing 13th September 2021.
