QU089 - Specialist Intensive Mentoring Support Programme for Young Males and Females aged 10-18 Years Involved in, or at Risk of Involvement in Gangs Activities, Offending and/or Violent Crimes

Birmingham City Council requires a supplier for the provision of a Specialist Intensive Mentoring Support Programme for young males and females aged 10 to 18 years living in South Birmingham, and believed to be involved in gangs, offending and / or violent crime. This will include young males and females who are already gang members as well as those at risk of becoming involved in gangs The successful Provider will be expected to:- Deliver one to one targeted specialist intensive mentoring support programmes over a period of 15 weeks which engage and divert young males and females aged 10 to 18 years living in South Birmingham away from gang activity, offending and / or involvement in violent crimes. The support programme should also seek to promote sustained access by the young person to education, training or employment, and if appropriate, to suitable accommodation in order to achieve a reduction in offending / re-offending and disengagement from gangs and violent life styles. This support must be delivered flexibly on weekdays, evenings and weekends. Providers are expected to work with young people within the young person's family home, at Provider premises, Birmingham Youth Offending Services offices and / or other community based venues usually within South Birmingham as appropriate. The successful Provider must have the capacity to accept a maximum of 20 Referrals within the first month after the Contract start date. Consortium bids are also welcome - the Contract Application should be submitted on behalf of the Consortium, by the nominated Lead organisation. The Contract period will be 4th December 2017 to March 31st 2018. The Contract will be renewable for up to 12 months at 31.03.18 and at 31.03.19 depending on performance, including the achievement of the specified outputs and outcomes, as well as the availability of funding. New funding for this Contract has been committed by Birmingham Community Safety Partnership through the Pan Birmingham Reducing Gangs Partnership. Individual young people will be referred to the service through a multi-agency Gangs Operational Forum.
