The Regulation and Inspection of Social Care (Wales) Act 2016 (the RISC Act) will change the regulation and inspection of social Care in Wales. It will place service quality and improvement at the heart of regulation, strengthen protection for those who need it, and ensure services delivery high-quality care and support.This RISC Act supports the aims of the Social Services and Well-being (Wales) Act 2014 which enshrines the rights of people using care and support services into law.The RISC Act rebalances accountability in the social care system, away from just those working on the frontline to ensure employers, company owners and directors are accountable in law. From April 2018, service providers must designate a senior representative – an owner, partner, board member or local authority senior officer – as a responsible individual (RI) as part of their CSSIW registration.In this context, the development of a learning resource for RIs is an important step. In 2016 / 17, general awareness raising materials on the RISC Act were developed. In 2017 / 18, there is a need to build on general awareness to provide for more in-depth learning resources and to meet the learning needs of particular parts of the workforce.Assessors play a key role supporting the learning of the social care workforce. It is essential that assessors are familiar with relevant policy and legislation and able to understand the impact on learners and their practice.
