Pembrokeshire County Council (PCC) is the Lead Sponsor of the Pembroke and Pembroke Dock Physical Regeneration Project. The project aims at the physical regeneration of the settlements of Pembroke and Pembroke Dock as a part of an integrated regeneration strategy leading to sustainable economic, environmental and social benefits including the diminution of deprivation.The objectives of this project are:> To facilitate community-led economic activity in Pembroke Dock by completing a major refurbishment of the Pater Hall and the extension of the Garrison Chapel.>To improve the traditional Pembroke and Pembroke Dock retail centres by restoring and improving 24 historic commercial properties in the town centres.> To enhance the attractiveness of Pembroke by providing 2,420m2 of improved streetscape in to the town > To provide a safe alternative route for pedestrians and cyclists between the deprived area of Monkton and Pembroke town centre.The “theory of change” that underlies this project sees significantly increased footfall in the town centres of Pembroke and Pembroke Dock as a major driving force in causing and sustaining private sector investment, job creation and socio-economic benefits to the wider communities. It will be important therefore to establish baselines and measure change in the footfall.We also wish this project's evaluation to contribute towards the wider evaluation of Convergence ERDF Priority 5 Theme 1 (P5T1). To that end, our evaluation will seek to answer the evaluation questions posed in the Strategic Framework for "Sustainable Regeneration for Pembrokeshire - the Haven".Further detail can be found in the Tender Document.
