RDE321Best Practice for Spatial Planning and Other Effective Management Process

Defra is seeking an experienced supplier in spatial planning and other effective management processes, to deliver evidence and best practice advice to support the global implementation of Target 1 of the Convention on Biological Diversity (CBD) Kunming-Montreal Global Biodiversity Framework (KMGBF), as well as considering outcomes relevant for other elements of the KMGBF (e.g. Targets 2 and 3). This project will be delivered in two phases with the aim of: 1. Increasing understanding of the existing types and scale of use of biodiversity-inclusive spatial planning and other effective management processes* across marine and terrestrial ecosystems globally. *Although not defined by the CBD, 'other effective management processes' is understood to be a broader term to encapsulate various decision making and management tools and processes (e.g., Environmental Impact Assessments, Strategic Environmental Assessments and could include elements of the role of regional fisheries management organisations). These are applicable to terrestrial and marine ecosystems but will have particular value for the global ocean where there is no single mechanism for spatial planning. 2. Understanding what has and has not worked, to produce best practice recommendations to help guide CBD Parties in effective implementation of KMGBF Target 1 (see link for definitions), noting that biodiversity-inclusive spatial planning and other effective management processes should deliver for biodiversity and ecosystem services under Target 1.
