Caerphilly County Borough Council wish to source a contractor to recycle an estimated 5000 tonnes of wood waste per annum. The Council is looking for a contractor to provide a fully licensed facility to receive quantities of ‘All Types of Wood’ arising from the Authority’s Civic Amenity Sites.Contract is initially for duration of five-years with the option to extend, on an annual basis, up to an additional five years. An Official Journal of the European Union (OJEU) open procurement process will be undertaken in accordance with EU Procurement Directives and the Authority's Standing Orders for contracts.Caerphilly County Borough Council wishes to invite suitably qualified and experienced contractors to submit tenders for the provision of wood treatment facilities at civic amenity sites and/or other named sites throughout the Councils' area. The tonnages stated are annual estimates; there is potentially for a far greater tonnage of wood waste that may be acquired as a result of the Council entering into the proposed arrangements. In addition, if the Council chooses to accept trade wood waste, the stated tonnages have the potential to increase.The contractor will be required to arrange for the processing of all types of wood in a manner which complies fully with all waste legislation, using methods designed to maximize the re-use/recycling of all wood materials delivered to the contractors facility (excluding energy recovery, use as a fuel and landfill site cover). For the purpose of this tender ‘All Types of Wood’ means – Civic Amenity type waste wood, timber treated, timber untreated, wood, wood cuttings, hardboard, chipboard, furniture, cork, MDF. The tender should be returned to the Head of Procurement Services, Caerphilly County Borough Council, Penallta House, Tredomen Park, Ystrad Mynach, Hengoed CF82 7PG not later than 12:00:00 (noon) on Thursday 21st April 2011.The Authority is committed to contributing to the social, economic and environmental well-being of the wider community. Accordingly, while the requirement to do so will not be mandatory, the successful contractor will be expected to consider opportunities to recruit and train long term economically inactive persons as part of the workforce delivering this project and to also consider wider community benefit outcomes from this procurement, contractors will be required to provide a community benefits plan as part of the tender submisison.The Council is a Member of the Welsh Purchasing Consortium (WPC), which has been established to support its members in delivering joint collaborative contracts and framework agreements for the procurement of goods and services. This contract has included the option for other WPC arrangement bodies referred to within the tender documentation to be entitled to engage in this contract upon the terms and conditions set out hereto.
