Re:fit Cymru is a programme for delivering Energy Performance Contracts (EPCs) to the public sector and higher educational establishments in Wales. EPCs are contracts to deliver large scale retrofitting of energy efficiency measures with guaranteed energy savings for clients, thus reducing financial risk for public bodies. These projects help public bodies to release cash to other budgets that would previously have been associated with energy costs, while still returning the capital funding to the investment fund for recycling into further projects.The Re:fit Cymru programme has operated through a grant from the EU via the European Investment Bank’s ELENA programme since 01 April 2016, when two contracts were awarded - one to operate the Re:fit Cymru Programme Implementation Unit (PIU) and the other to provide specialist technical support. In anticipation of the grant ending on 31 December 2018, a review has been undertaken and the Welsh Government has decided to continue to fund the programme for a further period from 1 January 2019 to 31 March 2020.The PIU contract (awarded to GEP Environmental) will continue until 31 March 2020. This specification covers the technical support contract to provide continuity from 1 January 2019 to March 2020 and providing a replacement service to that operated by The Carbon Trust until 31 December 2018.
