Refit Phase 1 - Blaenau Gwent Council

Descriptions

Please note that to respond to this notice, suppliers must complete the attached supplier registration of interest questionnaire and email to refitcymru@gepenv.co.uk by the date indicated in this notice. The Re:fit Cymru public sector programme is funded by the Intelligent Energy Europe programme of the European Union, administered by the ELENA Fund of the European Investment Bank and the Welsh Government. Re:fit Cymru makes available a tailored package of support to public sector clients for the delivery of their Re:fit projects, from a Welsh Government appointed Programme Implementation Unit (PIU).Re:fit is an OJEU compliant UK framework and is a smart, cost effective and fast way for public sector bodies to improve the energy & water efficiency and generate revenue from their estate, by the retrofitting of energy & water efficiency measures, energy generation systems or using optimisation services. The Re:fit process involves standard tender and contract documentation and proposals requested from sixteen pre-procured specialist contractors (framework service providers) through a mini competition. The service providers are encouraged to seek support from the local supply chain during tendering and project delivery. Energy and Water conservation measures are subsequently delivered through ‘guaranteed savings energy performance contracts’ by the successful service provider.Further information about the Re:fit Cymru programme can be obtained by viewing the website at http://gov.wales/refitcymru.This notice covers the forthcoming mini competition for Blaenau Gwent County Borough Council (the Contracting Authority) which is expected to be launched in July 2017. The capital expenditure for the Phase 1 Re:fit projects is expected to be in the order of £2m, with further phases of Re:fit work expected to follow. This programme of works will predominantly be made up of corporate buildings, schools, leisure buildings, depots and community / social care buildings. There may also be an option to include further works covering the replacement of sodium street lighting luminaires with LED replacement luminaires and replace existing centralised street lighting control systems. Such additional works could be valued up to a further £1.6m.Blaenau Gwent County Borough Council is planning to appoint a service provider in approximately the 1st Quarter of 2018, to ultimately deliver a range of energy and water efficiency projects across a large proportion of its buildings. The Council has identified approximately 30 - 35 buildings for a Re:fit Phase 1 (2018 delivery) programme, and subsequent phases may follow. The Contracting Authority is keen to explore the potential for a range of energy and water conservation measures including but not limited to the following:Variable speed drives, radiator valves, equipment timers, boiler / HVAC plant replacement and controls, lighting/luminaire and controls upgrades, water conservation measures, auxiliary equipment upgrades, metering upgrades, solar PV/thermal, building fabric improvements (roof and window replacement) and CHP technology and heat networks etc.The Contracting Authority and Re:fit Cymru PIU are now inviting expressions of interest from suppliers who can provide a range of supply and or installation and or commissioning services covering the full range of building services, water conservation, electrical infrastructure, building fabric renewables and heating / cooling systems etc.Interested suppliers are requested to complete and submit the attached questionnaire no later than July 6th 2017, to guarantee that the information will be considered for this phase 1 Refit opportunity. Companies that have previously submitted Expressions of Interest to similar Re:fit announcements with different Contracting Authorities and are interested in this specific opportunity, must resubmit a separate completed questionnaire to be considered for this opportunity. Please also note that only the supplier contact details included in the returned questionnaire will be circulated to the service providers as part of this mini competition process.Once the mini competition project brief has been issued to the Re:fit framework service providers, it is then up to the discretion of these service providers to determine which suppliers will be contacted to provide support during the tendering and implementation phases of the project. There is no guarantee that supplier inclusion within the mini competition project brief (ITT) will result in direct business from any of the service providers.Re:fit Cymru actively encourage the service providers to seek support and provide project opportunities to as much of the local Wales and regional supply chain as possible. Suppliers are therefore also requested not to make unsolicited contact with service providers either through the duration of this notice or during each Re:fit mini competition process.Gofynnir i chi nodi fod yn rhaid i gyflenwyr lenwi'r holiadur cofrestru diddordeb cyflenwr a atodir a'i e-bostio at refitcymru@gepenv.co.uk erbyn y dyddiad a nodir yn yr hysbysiad yma..Caiff rhaglen sector cyhoeddus Re:fit Cymru ei hariannu gan raglen Ynni Deallus Ewrop yr Undeb Ewropeaidd, a weinyddir gan Gronfa ELENA Banc Buddsoddi Ewrop a Llywodraeth Cymru.
