The Re:fit Cymru public sector programme is funded by the Intelligent Energy Europe programme of the European Union, administered by the ELENA Fund of the European Investment Bank and the Welsh Government. Re:fit Cymru makes available a tailored package of support to public sector clients for the delivery of their Re:fit projects, from a Welsh Government appointed Programme Implementation Unit (PIU).Re:fit is an OJEU compliant UK framework and is a smart, cost effective and fast way for public sector bodies to improve the energy & water efficiency and generate revenue from their estate, by the retrofitting of energy & water efficiency measures, energy generation systems or using optimisation services.The Re:fit process involves standard tender and contract documentation and proposals requested from sixteen pre-procured specialist contractors (framework service providers) through a mini competition. The service providers are encouraged to seek support from the local supply chain during tendering and project delivery. Energy and Water conservation measures are subsequently delivered through ‘guaranteed savings energy performance contracts’ by the successful service provider.Further information about the Re:fit Cymru programme can be obtained by viewing the website at http://gov.wales/refitcymru.This notice covers the forthcoming mini competition for Cardiff University (the Authority) which is expected to be launched in May 2017. The capital expenditure for the Phase 1 Re:fit projects is expected to be in the order of £4 to 5m, with further phases of Re:fit work expected to follow. This programme of works will predominantly be made up of academic, administrative and research buildings.Cardiff University is planning to appoint a service provider in approximately the 3rd Quarter of 2017, to ultimately deliver a range of energy and water efficiency projects across a large proportion of its buildings. The University has identified approximately 10-12 buildings for a Re:fit Phase 1 (2017-2018 delivery) programme, and subsequent phases are expected to follow.The Authority is keen to explore the potential for Hydrogen Fuel Cell technology and Distributed Energy at several campus sites. Other measures that may be appropriate include variable speed drives, radiator valves, equipment timers, boiler / HVAC plant replacement and controls, lighting/luminaire and controls upgrades, water conservation measures, auxiliary equipment upgrades, metering upgrades, solar PV/thermal and building fabric improvements (roof and window replacement).The Authority and Re:fit Cymru PIU are now inviting expressions of interested from Wales and regional suppliers who can provide a range of supply, installation and commissioning services covering building services, water conservation, electrical infrastructure, building fabric and renewables. Interested suppliers are requested to complete and submit the attached questionnaire no later than 12th May 2017, to guarantee that the information will be considered for this phase 1 Refit opportunity.Completed supplier questionnaires will be assessed jointly by the Authority (Cardiff University) and Re:fit Cymru Programme Implementation Unit. Supplier responses which are considered to match this mini competition opportunity will be included in the mini competition project brief (Invitation to Tender / ITT) which will be forwarded to the sixteen Re:fit framework service providers at the launch of the mini competition process.Please note, it will be the Authority’s sole discretion and final decision as to which suppliers are included in the mini competition project brief (ITT) and no feedback will be provided by either the Authority or Re:fit Cymru Programme Implementation Unit regarding the decision. Only suppliers selected will therefore be advised that their details have been included as described above. Please also note that only the supplier contact details included in the returned questionnaire will be circulated to the service providers as part of this mini competition process.Once the mini competition project brief has been issued to the Re:fit framework service providers, it is then up to the discretion of these service providers to determine which suppliers will be contacted to provide support during the tendering and implementation phases of the project. There is no guarantee that supplier inclusion within the mini competition project brief (ITT) will result in direct business from any of the service providers.Re:fit Cymru actively encourage the service providers to seek support and provide project opportunities to as much of the local Wales and regional supply chain as possible.
