Regional and local economic impacts of rail investmentsThe aim of this research is to develop a clear understanding of the economic and econometric evidence relating to the effects of rail investments, to understand what works and identify robust conclusions. In particular, the study will need to:1)Provide an overview of relevant recent trends, developments, and policies in the rail industry, focusing particularly on Wales and the UK. 2)Focus on providing a comprehensive review of existing economic and econometric evidence on regional and local economic impacts of rail investments, particularly evidence relating to rail investments undertaken in Wales, the UK and other OECD countries. This will require the identification and assessment of robust economic evidence covering (but not limited to) the effects on:•Household location decisions and the labour market; •Business location decisions, agglomeration and firm performance;•Regeneration effects, and impacts on land and property values;•Accessibility and time savings effects;•Impacts on logistics, modal choices and modal shifts (e.g. movement of passengers and freight);•Environmental effects;•Other effects, including social effects (particularly social mobility).3)Draw suitable key lessons and conclusions from the evidence regarding the effects and cost-effectiveness of different types of rail investments at a regional and local level, identifying where further research may be required.The methodology is expected to focus on desk-based research of existing data, and economic research and evaluation evidence.
