Many of the world's poorest countries have significant known oil, gas and mineral reserves. Managed effectively, these could help to drive growth and economic development and to eradicate poverty. DFID requires suppliers to deliver two projects as part of a 5-year programme that will: — Enable governments, civil society and investors to revolutionise their use of data from transparency initiatives for accountability and improved policy-making in 5 countries. — Support a resource hub on extractives to build capacity and coordinate knowledge and supplier skills globally so that governments can manage extractives better. The projects will run from early 2015 to 2019 Resource HubDFID requires a supplier to set-up and manage an on-line portal and with the capacity to scale up to deliver a full Resource Centre. The portal will provide partner governments and other stakeholders (e.g. civil society, private sector, DFID country offices, others providers of technical assistance) easy access to existing sources of expertise and lessons learnt along the extractives value chain. There is a growing number of providers and on-line facilities for information, technical assistance and expertise to support governments to manage oil, gas and mining. This hub will provide a one-stop shop which will signpost to information and expertise on the management of natural resources from a range of sources, including news and information of relevance on current topics of interests. It will provide a help-desk to assist governments define requests for assistance and identify suppliers. The first 15 months of this contract may also include a further scoping phase, to gauge partner government demand for an additional dedicated Resource Centre, clarify the scope and objectives of a scaled-up project and assess whether gaps in existing provision justify scale-up. Using DataDFID requires a supplier/suppliers with the ability to (i) drive innovation to turn the increased volume of complex data flowing from extractives transparency initiatives and other information sources into more user-friendly formats that can be successfully piloted in 5 countries and possibly taken to scale (ii) work in partnership with other practitioners, DFID country offices, citizens including marginalised groups, women and girls, investors and governments to identify the needs of data users and (iii) build capacity of users to interpret data and use it for policy design, advocacy and reform. This will enable governments, civil society and investors to revolutionise their use of data, strengthen the accountability of governments to citizens and improve policy-making in 5 developing countries. Non-technological solutions may be relevant to some users and high technology solutions for others, for example to ensure marginalised groups can access and use relevant data. These projects will be integrated into a programme of support with three other complementary components that will: — Extend the coverage and depth of common global standards of extractives transparency. — Increase the benefits for citizens from natural resources through promotion of accountable and effective governance. — Strengthen the evidence base on the impact of transparency and accountability initiatives.
