Vehicle jacks. The Air Commodities Team, part of the UK Ministry of Defence, intends to place a repair and maintenance contract with Oldbury Engineering Ltd ('Oldbury') for the repair and maintenance of aircraft jacks, towbars, pressure pumps, delivery meter and fluid pump assemblies (the 'Equipemnt'). The contract will also include calibration of the Equipment and post design services for a 4 year period from 1 April 2014.It is considered that this contract can be placed using the negotiated procedure without prior publication pursuant to Article 31(1)(b) of Directive 2004/18/EC (Regulation 14(1)(a)(iii) of the Public Contract Regulations 2006) for reasons connected with the protection of exclusive rights and for technical reasons. This is because Oldbury is the original equipment manufacturer and owns the design rights in the Equipment. Furthermore, only Oldbury has the technical expertise, including the know-how, tooling and access to drawings and data packs, which is necessary to repair and maintain the Equipment, and undertake the necessary post design services.
