The Council made use of a Restricted List for this contract in order to meet the operational objectives and required timescales. A consultant, Hulley and Kirkwood, appointed by the Council, recommended specialist contractors who have necessary technical capability of undertaking the required works. The Council's Property Services also included an additional contractor who has previously undertaken similar works for the Council. The recommendations from the Consultant and Property Services made up the restricted tender list.
