deliver the replacement of 20 Chalets at Double Dykes Gypsy Travellers Site with 20 new Modern Energy Efficient Chalets. The current Gypsy-Traveller site at Double Dykes has recently been granted the Scottish Government's Gypsy Traveller Accommodation Grant, therefore giving the site funds to improve its quality of accommodation and surrounding environment. The site currently houses 20Nr chalets and associated utility blocks which are to be removed. The aim is to construct 20Nr bespoke chalets with improved energy performance which achieves at least an EPC Band B rating, with a view to provide future enhancements to achieve Net Zero. The spatial standards of the chalets will also be considered and enhanced. The quality of the surrounding site environment will be improved, with specific consideration of the current flood risks on site. The development will include enhanced landscaping and communal areas for residents to utilise at their leisure as well as improved street lights, road and plot resurfacing and upgraded boundary treatment to enhance security and safety on the development. The Scottish Government’s Housing to 2040 document and Heat in Buildings Strategy sets out the route map for Scotland to reach Net Zero emissions by 2045 and eliminate fuel poverty by 2040. This places a responsibility on all Local Authorities to bring their housing stock up to Energy Performance Certificate (EPC) band D by April 2025 and up to EPC band B as per Energy Efficient Standards for Social Housing 2 (EESSH2) by 2032 or as energy efficient as practically possible within the limits of cost, technology and consent.
