The Department of Business, Enterprise and Innovation is commissioning research to determine the demand for, and nature of, the skills required to deliver on key elements of Ireland’s Climate Action Plan to Tackle Climate Breakdown over the years to 2030. The Expert Group on Future Skills Needs, which advises the Irish Government on current and future skills needs of the Irish economy, will be the main client. The transition to a low carbon economy will require the transformation of economies, homes, workplaces, enterprises and labour markets. The Climate Action Plan sets out a number of key measures which will be integral to emissions reduction and this low carbon transition: energy efficient retrofit and heat pump installation; development of onshore and offshore Wind and Solar power energy generation; and rollout of a comprehensive Electric Vehicle fleet and charging infrastructure.In order to properly support the delivery of these built environment energy efficiency, renewable energy generation and road transport electrification objectives over the coming decade, this study will seek to:- Identify the nature and quantify the scale of the skills needs of enterprises supporting the transition to a low carbon economy in the coming years; and- Develop a suite of recommendations that can be drawn upon to ensure that these future skills needs are fully addressed.The successful tenderer will undertake a literature review, a research exercise conducted through structured interviews/workshops with companies, organisations and stakeholders, an international review of actions and a demand scenario for Low Carbon economy skills in the years to 2030. DBEI will undertake an assessment of current and planned skills supply.The tenderer will be required to integrate the findings from all elements into a report containing recommendations aimed at addressing the identified skills needs. The project will commence in December 2020, with the final report due by May 2021.
