Denbighshire County Council wishes to procure an independent research & engagement consultancy service as part of a wider three-year project around implementing a corporate approach to engagement and facilitating an improved opportunity for communities in Denbighshire to have an active involvement in how services they use and/or care about are designed and delivered in the future.The overall aims for the project are:In Year One• To explore in more depth the reasons behind the negative opinions expressed in the Residents’ Surveys and to establish a baseline for how consultation and engagement activities conducted by the Council are perceived by the communities it serves, including:o The perceived level of consultation and engagement activities carried out by the Council with communities, both as part of ‘business as usual’ and around major changes to the delivery of key serviceso The perceived quality of these activitieso The perceived value of these activities to the communities they involve•To outline recommendations for new or improved, creative, community-led, practicable solutions as to how the Council may improve upon this baseline perception.In Years Two and Three•To monitor with communities how they perceive any efforts the Council is making to improve engagement and consultation activities, based on the feedback received in Year One.•To monitor whether more people are taking part in consultation and engagement activities which are directly attributable to having engaged with the project or any new procedures implemented by recommendation of the project.•To continue to define how the Council can improve perceptions around the amount and quality of engagement work it carries out as part of ‘business as usual’ and how it handles engagement around major changes to services.
