Residual Waste Disposal - Contingency Arrangement

Caerphilly County Borough Council (‘the Council’) is seeking to continue the utilisation of the landfill disposal services (including Waste Transfer Station services) offered by Newport City Council (‘NCC’) as a contingency arrangement up to the 31 March 2016. The proposed arrangement with NCC does not guarantee any tonnages of waste and allows the Council to meet a range of statutory and non statutory targets and furthermore supports the Council’s long term contractual commitment for the treatment of residual waste. Furthermore the continuation of the services will allow the Council to have access to an alternative waste transfer station should the Council experience operational issues at our own facility.As a way of background the Council are in a Partnership with four other Local Authorities, namely The County Council of the City and County of Cardiff, Monmouthshire County Council, Newport Council and Vale of Glamorgan Council. The Partnership has recently awarded a twenty-five year treatment contract known as Prosiect Gwyrdd (PG) to Viridor Waste Management Ltd (Viridor). The formal service commencement date for PG is the 1 April 2016, however there is a seven month contract commissioning period, therefore waste will start being delivered in September 2015. The Viridor solution is a 350,000 tonnes per annum modern, clean and efficient Energy Recovery Facility at Trident Park Cardiff. The facility will produce renewable energy, it will be high efficiency power plant, designated as a ‘recovery’ operation rather than ‘disposal’ under EU definitions. The facility at Trident Park is currently under construction, and commenced waste acceptance in September 2014, approximately one year before commencement of the main PG contract. Therefore more recently the Partners recognised that there would be clear environmental and financial benefits of utilising the facility from September 2014 and the Partnership awarded an interim residual waste treatment contract. The Procurements for the contracts identified above were undertaken in accordance with the European Union Procurement Directives & UK Public Contract Regulations. Further information in relation to Prosiect Gwyrdd can be accessed via: www.prosiectgwyrdd.co.uk.Due to the complex nature of the Trident Park facility the Council together with the wider Partnership may not be able to deliver waste to the facility at certain times during the interim residual waste contract and alternative methods of disposal will be required at short notice. The Council has an existing landfill disposal contract, which will also be utilised during any periods of the facility’s unavailability, however with the pending change to the interim contract the Council has invested in alternative vehicles for the delivery of waste and these vehicles are not suitable due to safety reasons for use on landfill sites, furthermore the existing landfill service provider will have difficulties in arranging third party haulage of the Council’s waste at short notice.
