DCMS require a review undertaken by someone with a proven history of working with government departments, organisational analysis and benchmarking corporate activities across organisations. The review will be led by the Deputy Director (DD), SRG and the report will be part of the evidence required by the Director General (DG) to inform long term decision making and strategic planning within the Department. DCMS has recently revised the corporate support model, de-centralising elements of resourcing and finance management. In order to support our understanding of the implications of any further efficiencies we need a good understanding of our relative efficiency to inform future options. A forthcoming Strategic Review of Resources will provide data on Team and Group priorities and the resources required to meet these. The data provided through this review will provide the basis information required to further the analysis of the resource devoted to ‘corporate enabler’ activity such as briefing and correspondence. In addition, we want to benchmark, where possible, the level of resource DCMS devotes to these activities, against the resources employed by other Government Departments. An early look at the QDS tool shows data is available around: •Cost of Corporate Services per FTE; and ratio of Corporate Services FTE to Department FTE; •Cost of HR per FTE; and ratio of HR FTE to Department FTE; •Cost of Finance per FTE; and ratio of Finance FTE to Department FTE; •Cost of procurement function to % of procurement spend; and ratio of procurement spend to •Procurement FTE; •Cost of IT per user (though this could be skewed by the details of service paid for; •Estate cost per head and estate cost per m2
