At the first DHEW event in March 2018, resource tracking was identified as an unmet need within NHS Wales. The delay in finding equipment or people reduces the amount of time available for patient care and can delay discharge, with consequent impact on bed availability.DHEW are co-ordinating a demonstration project for resource tracking technology at the Royal Glamorgan Hospital. This procurement exercise is to identify and appoint a technology supplier to provide a solution that will track up to 250 movable assets within the hospital grounds for a period of 6 months.The Royal Glamorgan Hospital is based over two floors, with repeating templates hosting wards, theatres, laboratories, Radiology, Outpatient and Accident and Emergency services. The hospital is based on a North to South alignment with access to all clinical areas from two main streets that run the length of the hospital. An equipment library is located at the rear of the hospital in an adjacent building. The hospital consists of 570 beds across a broad range of services from critical care to maternity services.The purpose of this specification is to commission an external provider (‘the contractor’) to deliver a solution that will track the resources and patients within the Royal Glamorgan Hospital for a period of 6 months for the Life Sciences Hub (the client).Hardware requirements:•Ability to read generic RFID tags within a distance of 2m at doorway entrance / exit points within the buildings.•Ability to establish leaving or entering a door way.•Ability to read generic RFID tags within a distance of 1m at key strategic patient location points.•Ability to read multiple RFID tags at a single instance of moving multiple equipment at the same time.•System to be licence free•Capability to process a minimum of 2000 active RFID tags at any time.•(Optional) Preference for TCP/IP based boxes that can be re-located on Health Board network. Must be able to operate within a dedicated VLAN.•(Optional) Hand Held device to read a Patient RFID at up to 30cm that integrates with existing hospital based application.Supplied Software•Simple GUI which enables staff to see the location of items in graphical format.•Provides location tracking and history of devices.•User log in based on Active Directory•User task based on Active Directory User Groups•Asset grouping visibility based on Active Directory User Groups.•Provide full asset and user audit logs•Add, remove and manage tags within the system.•System status information available.•Web based must work with Microsoft Edge, Explorer, Apple Safari and Google Chrome•Application Based must work with Windows 7 or higher and compatible with Citrix.•APP based must be compatible with Android and Apple.•Not licenced per Tag.•(Optional) Movement Profiles for Strategic Equipment.•(Optional) Database located on Health Board MSSQL cluster.•(Optional) Can interface with ASCOM devices.•(Optional) Server to Virtual within Health Board.Connectivity•API interface to work in a loosely coupled method with existing Health Board systems.•The following expectations of the interface.oStatelessness of client transitionsoSOAP XML or REST protocolsoAPI located within Health Board intranet.oNon-CacheoClient Requests for last known location, date & timeoClient Requests for location history up to 7 days.oClient Push Tag informationoClient Push Tag Removalo(Optional) Client Request of tag location Image fileo(Optional) Client Request of multiple tag location Image fileo(Optional) WS-DL protocols.o(Optional) Connectivity with Real Asset Management (RAM 5000)
