Review of Care Management and Staff/Resource Rostering Solutions

Wrexham County Borough Council are looking to undertake a market engagement exercise to review Care Management and Staff/Resource Rostering solutions. This solution would aim to expand, and improve upon, our current processes and maintain our paperless approach to Care Worker rostering and time management.Whilst a solution is primarily focussed on our Homecare and Reablement Service, there is a requirement that any solution demonstrates the ability to expand and incorporate other ‘provider services’ such as our Respite Centres, Community Living Service, and Residential Care Homes each with varying rostering time periods and arrangements.In addition to multiple service use, we require any application to evidence:-Ability to electronically arrange Care Workers / staff rota’s, identifying potential gaps in service provision and limiting as much as possible back office and system admin time;-Have a smart and flexible method for making quick, or ad-hoc changes to rota’s;-Take into account of specific, service level arrangements around Annual Leave, Toil, and Overtime;-Be able to identify or register skill sets and/or qualifications against staff members to support intelligent rostering;-Provide the ability to communicate rota’s, and potentially other details, to individual staff out in the community (either via an app or other method);-The ability to ‘clock’ or ‘register’ for timesheet generation purposes or marking that a job has been completed in real-time;-As above, the ability to generate timesheets based on ‘actual’ data and the ability to generate an extract for any payroll runs;-It would be advantageous that any application has a reporting function/solution that allows the services that use it the ability to interrogate their data to support performance management or quality assurance processes.Wrexham County Borough Council and the Social Care Department would like any solution to demonstrate its ability to be flexible in light of potential future need to change or re-structure services to best meet the needs of the people we support whilst creating the internal efficiency required from such a solution.Please be advised that this PIN is being issued on behalf of Wrexham County Borough Council, Flintshire County Council, Denbighshire County Council and Isle of Anglesey County Council however any joint procurement will be advised at Invitation to Tender stage.Please email your response with an overview of your solution to Rachel Sanders, Category Manager by 12noon on Friday 14th January 2022 – rachel.sanders@wrexham.gov.uk.
