A core objective of the Welsh Governments 10 year Homelessness Plan is to review homelessness legislation to ensure it supports the objectives in the Plan. To help meet this key objective, the Minister for Housing, Regeneration and Heritage has agreed to a proposal for carrying out the review, and decided that the review should proceed as quickly as possible.The Welsh Assembly Government on behalf of the Welsh Ministers is looking to commission an individual or organisation to carry out the review.The aim of the review is to make recommendations to improve the legislative framework in Wales to deliver the vision outlined in the Ten Year Homelessness Plan for Wales. Potential benefits would be the improvement in services to focus on and meet the real needs of households accessing them, ensuring that everyone can have access to the help they need, to avoid homelessness and secure a home that meets their needs and provides a platform from which to address their aspirations. The objectives of the project will include the following:-•To undertake a review and deliver a robust, evidence-based report with initial recommendations by 31st March 2012.•To engage with relevant stakeholders in informing conclusions on the changes needed.•Establish the effectiveness of existing legislation, identifying deficiencies and problems with implementation. •Propose a methodology for ensuring consistent implementation of new legislative framework in Wales.•Undertake an impact analysis of new legislative proposals.The Welsh Assembly Government, on behalf of the Welsh Ministers, will be conducting this If the process is being let using the e-procurement process the following wording should be added (If not this and all references to bravo solutions should be deleted): procurement exercise through the etenderwales portal https://etenderwales.bravosolution.co.uk.
