Review of the Swansea City Centre Strategic Framework

The City and County of Swansea Council (CCS), in conjunction with the Welsh Government (WG), is seeking to appoint a multi-disciplinary team of consultants to review the Swansea City Centre Strategic Framework, which was procured in January 2005 and has guided regeneration activity since 2007.The Key Objectives of the study will include:1.Identifying the future role and function of Swansea City Centre and express this through innovative, regeneration proposals for specific parts of the City Centre, with high quality design, complementing that of the retail core area.2.Evaluating development economics as they affect the respective parts of Swansea City Centre.3.Undertaking an assessment of legibility and connectivity and make recommendations that promote better integration of the respective areas of the City Centre, in support of regeneration4.Providing a Vision and masterplan design framework for the Complementary Areas of the City Centre.5.Producing a comprehensive, integrated and deliverable implementation action plan for Swansea City Centre regeneration.6.Launch the new strategy and marketing of CCS identified sites.It is anticipated that the Commission Methodology will involve –he analysis of baseline information and the latest available evidence basehe development of a preferred framework for regeneration, highlighting the potential for Swansea to become a “destination” in retail, leisure, cultural and employment termshe production of a comprehensive implementation action plan identifying strategic interventionshe delivery of a launch event to publicise the review and encourage private sector support, together with marketing of identified sites.The main output from the commission will be1.Final Report detailing the preferred Framework for Regeneration and Movement and Area Statements. The intention is that it be used as a working document and will as a minimum need to cover the following componentsExecutive SummaryVision and Framework for Regeneration and MovementArea statements for High Street, Alexandra Road, Mansel Street, Kingsway, Lower Oxford Street, Parc Tawe and The Waterfront, which include proposals that demonstrate linkage between areasPublic realm designs for the main connections at Kingsway Circle/Princess Way, Whitewalls to Waterfront via Albert Row and street level access to Parc TaweIdentification of sites with concept brief providing development principles for marketingAny other agreed components discussed during the comission2.Implementation Action Plan arising from the Review.3.Branding and Launch Event with appropriate documentationFundamentally this commission is not seeking to redraft the City Centre Strategic Framework in full, or embark on a root and branch reform of the vision, objectives and strategic aims of that document. Rather the work will need to review and refresh the ‘Regeneration Framework’ set out in the document, and develop a new preferred framework that takes full account of changes in circumstance and the forces of influence that have affected implementation of its aims. The outputs of the commission will be vital to ensure resources are appropriately targeted and re-focussed going forward, in order to maximise regeneration benefits and ensure delivery of key development projects that together will transform the fortunes of Swansea city centre.In the interest of clarity, the City Centre Strategic Framework defined the City Centre to include all areas bounded by the seafront, River Tawe, Alexandra Road through to Mansel Street, and West Way. The Council and its development partners have worked collaboratively to produce clear development aspirations for a large part of the retail core area, which are based on a robust appraisal of the latest economic and market factors. Whilst this commission will, therefore, need to reflect on those aspirations for the area defined in Appendix 1, particularly in terms of their implementation and delivery, it will not be required to fundamentally review the nature of proposals for the retail core area. Rather, the commission should be focussed on the complementary opportunities at key City Centre areas outside the core, where specific work is needed, and which includes:High StreetKingswayAlexandra RoadMansel StreetLower Oxford StreetParc TaweThe WaterfrontThe Council recognises also that the future success of Swansea City Centre is as much dependent on what happens in areas beyond the city boundary as it is to do with development proposals within the city itself. As such, in addition to the above, consultants will need to include an analysis of the role and importance of other outlying areas, particularly in terms of their impact on the perception and performance of the City Centre.The client body is seeking the Final Report no later then the summer of 2014.
