Nod y contract hwn yw gwerthuso effeithiolrwydd a thraweffaith y Strategaeth Addysg Cyfrwng Cymraeg a rhai rhaglenni penodol a weithredir i gefnogi’r Strategaeth. Mae amcanion y gwerthusiad o’r Strategaeth Addysg Cyfrwng Cymraeg yn eang. Maent yn cynnwys gwerthuso Rhaglen Weithredu’r Strategaeth a gwerthusiadau o raglenni penodol sydd yn ceisio gwireddu dyheadau’r Strategaeth. Mae'r amcanion penodol ar gyfer y gwerthusiad hwn yn cynnwys ymhlith eraill:· p’un a yw’r rhagdybiaethau sy’n sail i’r Strategaeth Addysg Cyfrwng Cymraeg yn gywir;· p’un a yw’r nodau a’r amcanion strategol yn addas ac yn gyraeddadwy, yn sgil profiad;· pa mor effeithiol y mae gwahanol elfennau o’r Strategaeth yn plethu â’i gilydd a pha mor dda y maent yn plethu â pholisïau eraill Llywodraeth Cymru; · y graddau y mae’r Strategaeth wedi rhoi platfform i Uned y Gymraeg mewn Addysg i hyrwyddo twf mewn addysg cyfrwng Cymraeg;· y graddau y mae’r Strategaeth yn galluogi’r newidiadau a ddymunir o fewn y system addysg a hyfforddiant; · effeithiolrwydd y gefnogaeth (gan gynnwys trefniadau cyllido) sydd ei angen i wireddu newid;· ffactorau sy’n llesteirio nei’n helpu i wireddu nodau ac amcanion y Strategaeth; · p’un a yw’r gweithgareddau yr ymgymerwyd â hwy yn sicrhau gwerth am arian; · effeithiolrwydd rhaglenni penodol a weithredir y enw’r Strategaeth; a· sut y mae angen newid y Strategaeth, neu ei elfennau unigol, er mwyn gwireddu dyheadau Llywodraeth Cymru h.y. dylai’r gwerthusiad helpu i lywio’r modd y mae Llywodraeth Cymru yn gwneud penderfyniadau. The objectives of the evaluation of the Welsh-medium Education Strategy are wide ranging. They encompass an evaluation of the Strategy’s Implementation Programme and evaluations of specific programmes which seek to realise the Strategy’s ambitions. Specific objectives for this over-arching evaluation include amongst others:• whether the assumptions/hypotheses underlying the Welsh-medium Education Strategy are well founded;• whether, in the light of experience, the strategic aims and objectives are appropriate and achievable;• how effectively different elements of the Strategy knit together and how well they fit with other Welsh Government policies; • the degree to which the Strategy has provided the Welsh in Education Unit a platform for promoting a growth in Welsh-medium education;• the extent to which the Strategy is bringing about the changes sought within the education and training system;• the effectiveness of the support mechanisms (including funding arrangements) needed to initiate change;• factors which are hindering or helping the realisation of the Strategy’s aims and objectives;• whether initiatives undertaken represent value for money;• the effectiveness of particular initiatives undertaken in the name of the Strategy, and• how the Strategy, or its component elements, need to change in order to meet the Welsh Government’s aspirations i.e. the evaluation should help to inform the Welsh Government’s decision making.Alongside this over-arching evaluation, evaluations of specific programmes included in the Strategy are required in order to measure their impact and effectiveness.
