As part of its role, the Environment Agency is the navigation authority for the inland navigation on the River Medway in Kent. The navigation starts in Tonbridge and ends at Allington Lock near Maidstone, where the river becomes tidal. The navigation is 31 km long and has 10 locks and associated weirs and sluices. Each year, winter floods on the Medway move thousands of tonnes of silt and river ballast. As well as fallen trees, this material blocks navigation channels and locks and prevents boats on the river from being able to navigate. Under the Upper Medway Navigation and Conservancy Act 1911, the Environment Agency has a statutory duty to ensure the river remains navigable and that the channels are dredged to published depths. The published depths can be found on the Environment Agency's 2014/15 Customer Charter for the River Medway here: https://www.gov.uk/government/publications/river-medway-customer-charter The Environment Agency currently outsources its dredging requirements each year. The contractor is mobilised in March and usually finishes work in June. This operation is costly, and leaves the Agency with no options to deal with fallen trees or new shoals outside this period. The decision has therefore been taken to bring dredging back in-house and in doing so procure a new Inland Waterways Dredger Barge and Tug Boat to meet the operational requirements.
