Network Rail has a requirement for the operation of a 24/7 road haulage service to manage the collection, haulage and delivery (including loading and offloading) of materials by road. Network Rail also has the requirement for warehousing management. The purpose of this exercise is to engage the market, to gather information and understand aspects of potential best practice to inform Network Rail's Tender process including developing a specification and pricing model. The key objectives of this activity are to: 1. Understand areas of efficiency and best practice to refine and inform Network Rail’s requirement to tender Road Haulage and Warehousing activities. 2. Understand the level of interest from the supply chain for the upcoming tender activity. 3. Allow the supply chain to have a view of Network Rail’s specification and invite any questions or suggestions for improvements. 4. Allow suppliers to visit one of our Regional Distribution Centres to provide clarity of the operation to enable the best tender responses. Network Rail has previously conducted Pre-Market Engagement under UCR(2016) : Notice identifier: 2024/S 000-007584 - Published 8 March 2024, 4:06pm. This included completion of specific questions relative to the requirement. A summary of questions asked and responses shall be provided to all interested parties. This Pre-Market engagement activity will include a site visit which shall be held on the 27th March 2025. This shall be at Network Rail's Coventry Regional Distribution Centre. This shall be limited to 2 people per organisation. 1 week before the site visit, a draft specification and questionnaire shall be sent for review. The deadline for this pre-market engagement is 11/04/2025, a formal response is required from all interested parties by this date. This shall include, comments on the draft specification and any comments on the material that was presented on the day, also completion of the mentioned questionnaire.
