The Welsh Ministers wish to invite potential media partners to provide broadcast coverage and other publicity and production support during the run-up to and the delivery of the first St David Awards (SDA) Ceremony which will take place in Cardiff on Thursday 13 March 2014.The First Minister Carwyn Jones announced in the Senedd on 27 February 2013 his intention to recognise and celebrate the exceptional achievements of people in Wales from all walks of life by instituting a national awards scheme – the St David Awards. His announcement received majority cross-party support in the Welsh Assembly.Although there are a number of sectional and community awards schemes of varying quality in existence in Wales there is no other scheme like the St David Awards which operates over the entire country recognising the achievements of people who live here and serve this nation.The St David Awards will be given to people who are not simply doing their jobs, but rather those who doing exceptional things and making a real difference to the quality of life in Wales. They will celebrate and recognise inspirational people making a difference for our country, either at home or on the international stage.The Awards also recognise the contribution of individuals who contribute to improving social and economic wellbeing. They reflect and promote the aspirations of Wales and its citizens to be a modern, vibrant country, with a growing reputation as a confident and clever nation valuing innovation, community spirit, and above all its people.Needless to say, the inaugural first St David Awards process and Ceremony will be crucial in setting the tone and building a prestigious brand which will be a meaningful commendation for future recipients.The St David Awards will awarded at a prestigious evening Awards Ceremony at the Royal Welsh College of Music and Drama in Cardiff on the evening of 13 March 2014.There will be nine awards categories:•St David Award for Bravery•St David Award for Citizenship•St David Award for Culture•St David Award for Enterprise•St David Award for Innovation and Technology•St David Award for Sport•St David International Award•St David Young Person Award•The First Minister’s Special St David AwardThere will be three final nominees shortlisted for each category, and one of these shall be adjudged category winner. All three nominees in each category will be invited to the awards ceremonies with their choice of partners or companion. Senior politicians from all national parties, category Judges and the overall Chair of Judges, significant national opinion makers and celebrities and other key stakeholders will also be invited to attend the ST David Awards Ceremony and Dinner by the First Minister who will preside in person.The programme for the Awards Ceremony is proposed to take the following form:•18.00 Drinks Reception with canapés•18.45 Guests take their seats in Auditorium; introduction to the event by the ceremony host•19.00 Award Ceremony starts•20.30 Awards Ceremony Dinner & Entertainment•00.00 CloseThe Welsh Ministers seek to secure a broadcast media partner to assist the Welsh Government in publicising and broadcasting all core elements of the St David Awards build-up and ceremony successfully.The Welsh Ministers shall ensure that any prospective broadcast media partner obtains exclusive and optimal value from their contribution to the St David Awards. In return, we would seek to secure maximum promotion and coverage of the awards process and the culminating awards ceremony and dinner.The St David Awards Team within Welsh Government will determine the eligibility of any offers of media partnership received. Issues of propriety will be taken in to account when considering private sector offers of media partnership. Any partnership relationship will have to add value rather than detract from the St David Awards.Prospective media partners shall be assed and scored in particular on their ability•To ensure that the Welsh public understand the purpose and value of the awards.•To encourage citizens to nominate themselves or those they deem worthy of the awards.•To encourage positive discussion and dialogue within civil society about the awards and the values they embody.•To gain the support and advocacy of leading Welsh media professionals, opinion formers and celebrities in creating awareness and support for the awards.•To educate the Welsh public about civic action and excellence represented by the awards and the awards winners.•To deliver all communication and publicity related to awards project bilingually and attractively to the highest programme making standards in the accepted mix of media channels (print/ radio/television/online).On receipt of any initial formal offer of partnership a member of the St David Awards team shall contact the respondent media organisation for further consideration and negotiation and, if eligible, to meet to assess and discuss the proposed partnership. Following this meeting the respondent will need to draw up a detailed itemised specification of proposed partnership. A completed partnership proposal with supporting information should then be submitted by the respondent.A media partnership agreement shall be drawn up and signed with a successful respondent to this Notice after further negotiation regarding cost, duration of the partnership, objectives of the partnership, and the roles and responsibilities of each party.
