The Project involves the design of a new signalling and telecomms system, by a Signalling and Telecomms Design Engineer. The project is a re-signalling scheme for the Coleraine to Derry~Londonderry Railway Line in Northern Ireland.The Coleraine to Derry~Londonderry Railway Line is a single line route with a passing loop at Castlerock. It is located in the North Western region of Northern Ireland. The passing Loop at Castlerock will be removed and plain lined and a new Passing Loop will be provided near Bellarena Station. Throughout the construction period, the timetabled train services will operate on the Coleraine to Derry~Londonderry Railway Line. The majority of construction activities will take place during overnight engineering possessions in “Green Zones” supplemented by some daytime works in “Red Zones”.A Route Relay Interlocking system is to be designed along the 33.5 mile long single line route. The Signalling and Telecomms Infrastructure for a new Passing Loop is to be designed in the vicinity of Bellarena Station. There are currently three signal boxes on this route. All signalling control is to be consolidated into the Coleraine Signal Box and the existing signal cabins at Castlerock Station and at Derry~Londonderry Station will be closed under this scheme.The appointed Economic Operator will be responsible for the design under GRIP 2, GRIP 3 and GRIP 4 (Network Rail GRIP Stages) of all the Signalling and Telecomms Infrastructure on the Coleraine to Derry~Londonderry Railway Line. The appointed Economic Operator will provide regular cost estimates; with progression through the GRIP Stages; of the projected cost for GRIP Stages 5 to 8 inclusive. GRIP Stage 5 to GRIP Stage 8 will not form a part of the Contract that will proceed from this PQQ Process.A number of User Worked Crossings along this railway line have warning times below those recommended in the Railway Safety Principles Guidance. Under this project, the arrangements at the User Worked Crossings will be made compliant with the Railway Safety Principles Guidance document by the provision of designed Signalling and Telecomms solutions.The anticipated design period for GRIP Stage 2, GRIP Stage 3 and GRIP Stage 4 is from January 2014 until December 2014.1.1. Estimated value:The total estimated fee value, excluding VAT, of the Signalling and Telecomms Design Services For Coleraine to Derry~Londonderry Renewals Project Phase 2 from GRIP 2 Stage to GRIP 4 Stage inclusive is estimated to be in the range of GBP 750,000 to GBP 1 000 000.1.2. Form of contract:The Contract is to be in the NEC3 Professional Services Contract.
