This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally awarded using the competitive process.
The contract term will be 3 years with the option to extend for a further 2 years at the sole discretion of the Authority.
The contract will start on 01/07/2025 and end 30/06/2028, if the optional extension is utilised the contract end date will be 30/06/30.
The payment mechanism for this service will be a block contract with an indicative activity plan. If the activity within a financial year increases or decreases by 5% this will trigger an activity discussion in line with the terms and conditions of the NHS contract. No other payment mechanism will be employed.
The lifetime value of the contract (across all 3+2 years) is £30,295,215 (£6,059,043 per annum).
Reviews during the Standstill Period:
One organisation submitted a letter constituting a representation via the Atamis e-tendering portal during the initial standstill period (sent on the 16/05/2025). Following receipt of the representation and, in line with PSR requirements, an Authority (ICB) representation panel was formed to consider the points raised in the representation in a fair and transparent manner. The panel included members who were not directly involved in the procurement (as independent experts). The panel's recommendations were presented to the Authority's Board for consideration and ratification.
After careful consideration the panel concluded that, having reviewed the information, the Authority's obligations under the Regulations had been duly complied with. Based on its findings, the panel provided a recommendation to the Authority (the original decision maker) to proceed as initially intended, and the ICB accepted this recommendation. On issuing a response to the representation received the Authority extended the standstill period a further five working days to 23:59pm on the 16/06/2025.
No further communications were received, and the standstill period therefore closed on the 17/06/2025.
