DFID is seeking to contract a service provider for 'Independent Data Verification — of the PBR Scheme in the Water Sector in Tanzania' DFID is providing support to the second phase of the Water Sector Development Program from June 2014 — March 2019. In line with Government of Tanzania (GoT) Big Results Now Initiative (BRN), DFID and Government of Tanzania (GoT) have agreed to implement a Payment by Result (PbR) scheme as part of support to rural water supply and sanitation. The aim of the PbR scheme is to provide additional incentives to Local Government Authorities (LGA) in Tanzania to accelerate progress towards more effective delivery of results and incentivise a focus on maintenance of rural water supply infrastructures. As part of the implementation of PbR scheme, robust independent verification of results is required as this process is the trigger for payments to be made within the scheme. DFID will undertake independent verification of the results reported prior to issuing payment under the PbR scheme. DFID Tanzania wishes to commission data verification specialists (the ‘Data Verification Service Provider’) DVSP to undertake an annual independent verification of results for the Payment by Results (PbR) scheme in the water sector. The scope of this work is focused on annual verification of reported results. The Tanzanian fiscal year runs from July to June. Local Government Authorities (LGAs) will report the number of functional water points in their area at the end of June each year (2015-17). These results would be checked and verified by Regional Secretariats (RS), Prime Minister's Office-Regional Administration and Local Government (PMORALG) and Ministry of Water (MoW) before being provided to the DVSP. Data will be available for the independent verification exercise by end September each year with the independent verification exercise itself completed by December each year.
