The Contracting Authorities are looking to secure the provision of an efficient and effective Enforcement Agent Service through the appointment of a primary and secondary service provider. There will be the award of 2 service concession contracts from each Contracting Authority: 2 from the London Borough of Hammersmith and Fulham and 2 from the Royal Borough of Kensington and Chelsea, making a total of possibly 4 contracts. There will be a primary service provider for each Contracting Authority who will undertake the collection of unpaid penalty charge notices issued in relation to parking enforcement on behalf of the Contracting Authorities; whilst the role of the secondary service provider is to support the collection process by taking on the work that the primary service provider is unable to recover within specific periods of time depending on the circumstances under the same contract specification. The Contracting Authorities intend to appoint the same Primary Contractor for the Services, and similarly the Contracting Authorities intend to appoint the same Secondary Contractor for the Services.
