Blackburn with Darwen Borough Council, Blackpool Borough Council, Lancashire County Council (together referred to as Pan Lancashire) are mandated to provide comprehensive open access sexual health services.Each Authority is conducting its own separate procurement for these services and will therefore issue their own tenders.Blackpool Council is seeking proposals for two separate lots from suitably qualified and experienced providers for the provision of a fully Integrated Specialist Sexual Health Services (all age) and Young People Sexual Health Service (<25).— Lot 1 (All age) - to be delivered in broad accordance with the established Level 1, 2 and 3 service model for sexual health service provision.— Lot 2 (Young People <25) - to be delivered in broad accordance with the Level 1 and 2 service model for sexual health service provision and includes the National Chlamydia Screening Programme.The service will support delivery against the three main sexual health Public Health Outcomes Framework measures:— under 18 conceptions— chlamydia diagnoses (15-24 year olds)— HIV at a late stage of infectionThe broad aim of the specification for both lots is to improve sexual and reproductive health and reduce inequalities of the population through the delivery of holistic sexual health care, providing the best outcomes for people of all ages.Prospective tenders must be able to demonstrate a strong track record of delivering sexual health services.The integrated sexual health services will provide open access, cost-effective, high quality provision for contraception and prevention, diagnosis and management of sexually transmitted infections, according to evidence-based protocols and adapted to the needs of local populations.The main objectives of the Integrated Sexual Health Services (Lot 1 and 2) are:— Rapid and easy access to free services for the prevention, detection and management (treatment and partner notification) of sexually transmitted infections to reduce prevalence and transmission.— Promoting access to a complete range and choice of contraception including long acting methods, emergency contraception, condoms and support to reduce the risk of unwanted pregnancy (including teenage pregnancy).— Improved access to services among those at highest risk of sexual ill health, for example Men who have Sex with Men and young people<25— Effective partnership work with prevention and behaviour change services.— Providing opportunities for people to manage their own sexual health either independently or with support.The services will be based in Blackpool and it is expected there will be significant patient flows from Lancashire County Council, as well as nationally because of local tourism.Both LotsIt is a requirement of this tender that provision of integrated sexual health services are supported by current accredited training programmes and guidance from relevant professional bodies including FSRH, BASHH, BHIVA, MEDFASH, RCOG and NICE and relevant national policy and guidance issued by the Department of Health and Public Health England.Providers of integrated sexual health services will need to work collaboratively across a number of organisations, responsible for commissioning different elements of care – Local Authority, NHS England and Clinical Commissioning Groups.The Providers of both lots will work to ensure that each service has access to clinical data through a shared information system. This will allow clinicians to access patients' records appropriately for the effective treatment of the patient, and to ensure safeguarding.Timescales:It is intended that the contract will commence in April 2016 for the duration of 3 years with the option to extend for a further 2 x 2 year periods (subject to satisfactory review).Both lots:To be provided on the basis of tariff using defined currencies for all clinical delivery of the service, with payment on activity to improve efficiency, increase value for money, facilitate choice, enable service innovation and improvements in quality, and reduce waiting times.Elements of the service not included in the tariff will be funded through a block arrangement.Blackpool Council is looking to appoint a single supplier on each lot; a supplier may be successful on one or both lots.
