Sharing Learning to Support Development of Clinical and Care Professional Leadership

Requirement overview: The clinical and care professional leadership guidance (hereafter referred to as 'the guidance') was published by NHS England and Improvement in September 2021 and sets out an ambitious vision for system clinical and care professional leadership that has never been achieved or attempted before in the NHS or wider public sector and which is counter to current cultures, structures and ways of working. It asks that systems develop a framework setting out their approach to clinical and care professional leadership, demonstrating how they will implement the five principles. Whilst systems understand the value of these ambitious changes, they are also daunted by the scale of the task, the development required to achieve it and the importance of getting it right. It is therefore beneficial to be able to share learning effectively and at scale around the country as systems begin their improvement journeys from establishment in July 2022. The objective is therefore to support all 42 systems to learn from the experience of other systems around the country and to share ideas and resources to support planning for the learning and development implications of the required transformation. To inspire and motivate systems to understand what is possible and to support planning for how they might approach it in their system. The provider would be asked to engage with systems on the work that they have done so far that aligns with the five principles set out in the guidance. The provider would gather examples of good practice, tools, resources and processes that supported delivery and details of positive impact and culminate this intelligence into a report which they would publish and make available to systems. The aim of this is to support sharing of learning and good practice across systems and regions to support further development and learning in all systems with regard to skills, behaviours and arrangements required to underpin effective multi-professional clinical and care professional leadership. It is hoped the report will inspire and motivate systems to understand what is possible, why the changes are worth making and how they might approach it locally. This resource, along with others, will be promoted with systems to support them in their development journey as they work to develop their leadership workforce and system arrangements in line with the guidance.
