The Sheffield City Region Executive Team requires consultancy support to scope out the work required to identify the most suitable bus delivery model for bus services in the region. The SCR would like to understand whether there is a compelling case for bus franchising in South Yorkshire to deliver further improvements over and above those that can be delivered through other mechanisms, such as voluntary partnerships. The SCR is seeking appropriately qualified consultancy support to undertake a phased appraisal of approaches to bus franchising.
