The Welsh Assembly Government (the client) is seeking to appoint suitably qualified and experienced contractor to assist the drafting of the consultation document for the Site Waste Management Plan (SWMP) Regulations in Wales and support the client in the drafting of regulations. The consultation document, draft regulationsm, draft guidance and summary of responses report will be owned and published by the client. The successful contractor will be required to:-a)Draft key sections of the consultation document for SWMP, using policy detail developed by consultants on a previous contract and policies and views set out in the Wales Waste Strategy. The consultation document will include an executive summary document, written concisely and outlining key proposals contained within the main consultation report. Ensure that the main consultation report includes the background information and Welsh Assembly policy reasoning for each consultation question. Detailed statistics and calculations should be provided in the Appendices. Please note that this task may be changed due to progress made by the client in drafting the consultation document before contract commences.b)Provide input, advice and support to the client on drafting regulations, writing sections where necessary to outline the policy background and justification on the regulations. The client’s policy lead will take the lead on writing instructions with Legal department in the Assembly. c)Draft consultation questions. It is important that the consultation questions are drafted in a way to get the maximum input from consultation respondents;d)Prepare and draft statutory guidance to accompany the consultation package;e)Ensure that the consultation document and draft regulations are consistent with one another;f)Meet and discuss at agreed intervals with project lead, progress meetings on monthly or more frequent basis if and when required. g)Take the lead on steering group if and when required. This will involve chairing/manage discussions and projects groups as necessary. h)Provide support to the client and ensuring that the consultation document meets the criteria laid out by Assembly Government and HM guidance on drafting consultations and summarising responses. i)Undertake an analysis of the responses received from the consultation and write a summary of responses report to inform the client on how the SWMP regulations should be structured and come into force in Wales. The summary of responses report should include an executive summary and recommendations for the client to make any necessary changes to SWMP policy and regulations. The contractor should make provision for the summary of responses report to be written by resources other than those responsible for the tasks (a) to (g).The contractor, as part of the contract, will be expected to track all work and update the client on a regular basis as to progress. The contractor should also inform the client as to resource use, i.e. number of days remaining on contract, for use by Assembly officials. The client will provide support and input to inform the consultation and regulation process by Spring/summer 2012.The awarding Authority reserves the right to request parent company and/or other guarantees of performance and financial liabilityPayment terms will be indicated in the contract documents. Tenders to be priced in Sterling. Payment made in Sterling only.No special legal form required but joint and several liability assumed by all group bidders before acceptance.The Authority reserves the right to consider variant bids
