Kingston upon Hull City Council (the Authority) is conducting the procurement using the Competitive Procedure with Negotiation (CPN) (light touch regime) in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring the services described in the specification (services). Smoking remains the single largest cause of preventable death and one of the largest causes of health inequalities in England. There are estimated to be between 47 000 - 62 200 adult smokers in Hull with more than 40 people dying each month in the City from smoking related illness which could have been prevented.
