Descriptions

**THIS IS NOT A CALL FOR COMPETITION** [Updated 06/06/2025] Leicester City Council (the Authority) on behalf of the Leicester, Leicestershire, and Rutland ICB wishes to commission an Attention Deficit Hyperactive Disorder (ADHD) pre and post diagnosis support offer for adults aged 18+ (the ‘Service’). The Service will offer support to adults aged 18+ with either a suspected or confirmed diagnosis of attention deficit hyperactivity disorder (ADHD). The primary function of this Service will be to offer a comprehensive programme of support, which includes a robust offer of Information, Advice and Guidance (IAG) to those who either self refer or are signposted to the Service. Following the Soft Market Test that took place from 27/03/2025 to 11/04/2025, it is anticipated, dependent upon the following 2 engagement exercises, that tenders for this service would be sought in August 2025, to enable a new contract to begin during the first week of September 2025. Please note, however, that the exact date of when tenders would be sought is subject to change. The Authority is undertaking the first engagement exercise that is a networking event as part of the commissioning process but it is NOT a procurement exercise. This is a networking event is to understand the market and gives potential providers and other stakeholders the opportunity to express their interests and feed in their views. The Commissioners will use the information to appraise options and develop a Service model. There will then be a procurement led supplier engagement session in July 2025, which will inform the procurement process and the date for this will be shared at the commissioning networking event. To participate in this networking event, for organisations that may be interested, either individually or as part of a consortium, please express your interest in attending the event through the messaging function on the East Midlands Procurement Portal. Any interest must be submitted by no later than 14:00hrs on Wednesday 18th June 2025. This advert is a transparency notice and not a call for competition. This process does not constitute a formal Tender or other competitive bidding process and will not result in the letting of a Contract. The Commissioners are using this process solely to test the market to gather information. There are therefore no formal criteria which Commissioners will use to judge your responses, and it is not our intention to provide any feedback. This advert is regarding undertaking a Soft Market Test and therefore is not a call for competition. Please be aware that we are subject to the disclosure requirements of the Freedom of Information Act (FOIA) and that potentially any information we hold is liable to disclosure under that Act. For this reason, we would strongly advise that any information you consider to be confidential is labelled as such. The Authority may also decide to include certain information in the publication scheme which the Authority maintains under the Act. Under the Freedom of Information Act 2000 ("FOIA"), members of the public or any interested party may make a request for information to the Authority. The Authority will consider the disclosure of any information, contained in the SMT questionnaire, subject to the exemptions under the FOIA.
