South Cambridgeshire District Council - Cycle to Work Scheme

South Cambridgeshire District Council (SCDC) are leading on a procurement for a Cycle to Work Scheme on behalf of SCDC and Cambridge City Council (CCC) collectively known as the Councils. The scope of service shall deliver the Cycle to Work Scheme benefits and be available to all the Users across the Councils who meet relevant qualifying conditions. Salary sacrifice means that users can agree to a reduction in their cash salary and will be provided with cycles or vouchers for the purchase of cycles at a number of approved cycle outlets. The salary sacrifice scheme offers additional benefits to users in the form of reduced tax and NI deductions. In addition the salary scheme offers reduced Employers NI contributions. Eligible equipment includes cycles and cyclists' safety equipment. The tax exemption defines a "cycle" as 'a bicycle, a tricycle, or a cycle having four or more wheels, not being in any case a motor vehicle' (192(1) of the Road Traffic Act 1988 (c.52)). An electrically assisted pedal cycle can be included under the scheme. A common sense approach should be used to include Cyclists' safety equipment within the scheme as listed below:: oCycle helmets which conform to European standard EN 1078 oBells and bulb horns oLights, including dynamo packs oMirrors and mudguards to ensure riders visibility is not impaired oCycle clips and dress guards oPanniers, luggage carriers and straps to allow luggage to be safely carried oChild safety seats oLocks and chains to ensure cycle can be safely secured oPumps, puncture repair kits, cycle tool kits and tyre sealant to allow for minor repairs oReflective clothing along with white front reflectors and spoke reflectors The loan period needs to be fixed for a 12 month duration. It is expected that the programme will be cost neutral or may generate a net saving, realised via employer National Insurance contribution savings applicable to such schemes. The Supplier shall provide on-going support and maintenance of the scheme throughout the duration of the contract.
