South east Essex Mental Health Wellbeing and Crisis Cafe Service

NHS Southend Clinical Commissioning Group, NHS Castle Point and Rochford Clinical Commissioning Group and Southend-on-Sea Borough Council ('the Contracting Authorities') have awarded a contract for a South-east Essex Mental Health Wellbeing and Crisis Café Service commencing 1st November 2019 for a period of 53 months plus the option to extend for a further 24 months. There are two elements to this Service, both of which are recovery focused and seek to address mental health inequalities by working with more complex people within the system, enabling and empowering people to lead their own recovery and create peer support opportunities as well as sign posting people to the right community or clinical support. The proposed service model combines two elements, a daytime wellbeing hub and an evening crisis cafe. Funding for the Mental Health Wellbeing hub is available from 1st November 2019. The crisis café element will have a staggered start date, with funding released in April 2020 for this part of the provision. The potential aggregate contract value inclusive of any option to extend the term is £1,739,333 GBP. It should be noted that the available budget for the contract term (not including any extension period) is £1,187,333 GBP. The "Suggested Maximum Annual Price" for each year was published in the Contract Notice and applied as affordability envelopes for the purposes of bidding. The "Suggested Maximum Annual Price" was an indication of maximum value only. Bidders were expected to price as competitively as possible. The "Suggested Maximum Annual Price" excludes CQUIN and National Inflator. Commissioners may wish to expand services during the lifetime of the contract potentially resulting in wider integrated services being delivered than set out in the Specification at the time of contract award. Such modifications will be contemplated where such services are similar/complementary to the services already included in the Specification at any given time. Such expansion would be by the addition of services provided and/or commissioned by other SECCG, CPRCCG and or SBC departments. Commissioners may also add grant funding to the contract where such grants are awarded to the contracting authorities and relate to the services and outcomes required under the Specification. The Contracting Authority do not guarantee or grant any exclusivity in relation to any such services during the life of the contract.
