South East Staffs & Seisdon Peninsula CCG - Wound Healing Service (adults)

South East Staffordshire and Seisdon Peninsula Clinical Commissioning Group wish to invite prospective providers to express their interest for the provision of a Wound Healing Service (Adults). The Service shall be offered to patients in a community setting, and where clinically appropriate visit patients in their homes, care homes (residential and nursing), prisons etc. The CCG area covers the population of Burntwood, Tamworth and Lichfield (162 000), and Seisdon Peninsula (52 000). The dedicated Wound Healing service will aim to assess, diagnose and treat patients with wounds, for the CCG population. The objectives of the procurement are to: — Provide good Service User experience/satisfaction; — Provide timely access to the Service; — Ensure relevant diagnostics are available and undertaken; — Ensure Service Users receive evidence based treatment, delivered by people skilled in this area; — Healing rates are defined and monitored; — Support Service Users to self-care; — Ensure comprehensive management plans are available for GP plus, where available; — Reduce re-occurrence of wounds, including leg ulcers, DFU and pressure wounds; — Ensure resources are used effectively and appropriately: dressing use, equipment use, including specialist beds and mattresses; — Provide advice and support to care homes, nursing homes and clinicians within primary care with regards to wound prevention; — Improve health related quality of life for patients with wounds. The Service will contribute to: — A reduction in the duration wounds take to heal and a subsequent time a patient is retained within the Service; — Preventing the re-occurrence of wounds; — A reduction in the number of inpatient admissions for wounds and wound related disorders (i.e. cellulitis); — An increase in the management of wounds within a Primary Care/Community setting; — A reduction in ALOS for patients with a complex/complicated surgical wound. There is an existing service related to this tender across South east Staffordshire and Seisdon Peninsula and the new service will be tendered via an outcome focused specification. All other relevant information including KPI's will be contained within the Service Specification which will be published with the Invitation to Tender documents. The anticipated start date is 1.1.2016. The Provider will be notified by August 2015 to enable implementation. The procurement may have TUPE implications. The successful provider will be required to sign the relevant national NHS Standard Contract for the Service, accepting all terms and conditions.
